Oh i see go to WordPress admin>users>profile and select checkbox show toolbar.

Strange that it is visible by you. So I did experiment: logout and then login again. Now it is visible.
So if the website is in a subfolder and want to have it reachable from the root, the it is nececary to logout and log back in.
I will report this also on the wordpress website, so others can benefit from it too.
