Is it possible to add a static picture above menubar/slider?

Add this code there:

Both Issues Resolved
Static image resize and Mobile issueAugust 21, 2016 at 8:16 pm #44256Thank you very much for your assistance. The image resize works great. But the mobile issue has not changed. I have checked it on 4 different smart phones and 2 ipads. It is still only 1/2 of the screen except if you turn your ipad landscape. But no difference on smart phones? Any suggestions?
