Where to change top bar color? And menu color?

I didn’t see these under color settings. Also when I switch to static home page I loose the sections? Is there a way to add them back to a static page?

Menu color is basic and should be present in color settings.

Why would you need static page? You can have the sections and configure via appearance>menus the homepage to be the link of the website.

Also you can set up SEO plugin and have separate meta for SEO reasons on the homepage as well via plugin settings.

There is no option in the color settings for Menu or Top bar? unless they are in another place? Or something is wrong with the theme?

Also so there is no short code to add the blocks to any page?

Kindly go to Appearance>>Customize>>Header

You will find the color option for top bar and menu there.
