Widget title color and widget area position too low

Two problems with Widget area:

1. How to set the color of widget title (News)? I want it to be #dc266e

2. Widget area is positioned too low, it should be aligned with post tile

The widget sidebar is setup quite normal:

3. The first widget “News” is missing on homepage!

Using the default widget “Last Posts” (german: Letzte Beiträge) doesn’t show up if using this “if,then” rule?

Show if
“Category” is “News”

if I don’t use the filter it shows the last 5 posts from all categories, but I don’t want these…

There is also a huge gap on pages and posts and archive pages and so on. The margin should be reduced like this:
