Hi Chris,
I managed to find the issue – it is caused by the https://wordpress.org/plugins/password-protect-page/ plug-in. I deactivated that from the site and the footer columns content can now be edited.

On the left of the image you can see the area where you edit the column titles – below this I expect to see an “Edit Content” button for each column.
Screenshot shows the HTML source for the page – it looks to me like the content editor has not loaded.
