I found the issue, and it’s not an issue with the theme. A custom plugin is causing the search bar to display, and appears to be a javascript conflict.

I’ve attached an image of the issue. There is a Paste URL or type to search dialog covering the “Publish” button (on many of the admin customize pages). Clicking on the gear icon or the down arrows does nothing (and also the “view” button on the right side does nothing).
It acts as though there is a javascript error preventing form from submitting. I cannot get rid of this search bar, which prevents me from saving/updating any changes.

In the top left hand corner there is a toolbar that is appearing that says paste url or type to search. i can’t get rid of it and i think that might be covering up the publish button.
