Yes you can add a section above footer with the background same as footer with single line and then remove the entire footer using css.

Nope on theme options only. Since you are a developer you can shift the whole zip of the wp-content and the database and replace the db urls like given here: https://wpbeaches.com/updating-wordpress-mysql-database-after-moving-to-a-new-url/

Hi,
Check for conflicting plugins like Huge IT Portfolio due to which an extra slide is added to the end which blinks and closes. Disabling the conflicting plugin will solve this issue automatically.

Kindly transfer database as well specifically within wp-options table you have all the theme options saved. So you can do the export and import of database and then replace localhost urls with the active url
