1. Kindly use this plugin: https://wordpress.org/plugins/mystickymenu/

2. Kindly go to Appearance >> Menus >> Select your primary menu, click on menu item and change Navigation Label there.

Your local host isn’t working properly or the theme isn’t getting added. Try to unzip it directly in wp-content/themes folder instead and then activate it via appearance>themes section within WordPress admin panel.
